It won't happen for at least two reasons: 1.) Nothing that comes out of Congress is perfect; 2.) We don't know what the perfect package is because the current economic conditions are unprecedented. A plan that creates jobs almost immediately has to be good for the economy and one that lays the foundation for future jobs is even better. Infrastructure, whether we're talking roads and bridges or the information highway (broadband access) creates the right environment for economic growth.
